Belinda Biscoe, Ph.D.
Role: Director E-mail: BpBiscoe@ou.edu Phone: (405) 325-1711 Belinda holds a Ph.D. in psychology. She is also a certified prevention specialist and a certified director for drug and alcohol programs. She has 20 years of experience with school- and community-based programs, including higher education as an administrator, researcher, and program developer. Belinda worked for eight years in the Oklahoma City Public School District as a senior research associate and administrator for Support Programs which included bilingual education, homeless education, safe and drug free schools, Johnson O'Malley, Indian Education, Community, Title I Education, Early Childhood, Family Literacy, etc. She develops competitive grants that have resulted in funding for innovative programs in technology, early childhood, education for homeless youths, parenting education, literacy, substance abuse prevention and treatment, bilingual education, health and nutrition, and school-based foreign language curricula. She is also co-founder of a community-based non-profit substance abuse prevention and treatment agency in Oklahoma City. In addition to her professional work, Belinda serves on numerous community boards involved with issues related to social issues, the family and youth. Her eclectic background provides a creative "out the box" approach to research. Joey Fronheiser
Role: Senior Research Associate E-mail: JFronheiser@ou.edu Phone: (405) 325-5249 Joey has a B.A degree in psychology from the University of West Florida, Master of Social Work from the University of Oklahoma, and is a doctoral candidate in Family Relations and Child Development from Oklahoma State University. Joey has worked as a child welfare worker, individual and family therapist was lecturer in the Social Work Program at Appalachian State University. He also has 10 years of research and methodology experience in which he was a research assistant, taught courses in research, and served as grant coordinator for federally funded projects. |

Betty Harris, M.A.

She completed a Bachelor of Arts degree in Psychology (Summa Cum Laude), a Master of Arts in Experimental Psychology (Magna Cum Laude) and was selected as the Outstanding Graduate Student of the UCO Graduate School. Current projects include co-principal evaluator on the Reading Success Network National Evaluation, the Great Expectations Program Evaluation, the Grownig with Mathematics Program Evaluation and development of the Oklahoma CODES Project. Betty has 6+ years of experience turning public health data into information to include developing:

Lucy Trautman
Role: Field Operations Coordinator E-mail: Lucytraut@ou.edu Phone: (405) 325-4923 Lucy holds a Bachelor of Arts degree in Education and Spanish with Minor in Psychology, and Master of Science in Education with Reading Specialization. As a reading specialist for over 25 years she has served as an elementary classroom teacher, bilingual teacher, migrant center curriculum writer, Title I reading teacher, reading specialist, director of tutoring, and adjunct college instructor. She has had extensive experience in teaching both children and adults, and in collaborating with national, state, and local agencies. Through her partnership with E-TEAM she has coordinated several large-scale evaluation projects, designed survey, observation, and interview instruments, provided training and coordination for data collection, provided consultation on data analysis, and co-authored evaluation reports. Currently she serves on a research team conducting a USDE cross-site evaluation of K-3 teachers' literacy practices and how these practices impact student reading achievement. Susan Hughes
Role: Manager of Operations/Budget Unit Head E-mail: SHughes@ou.edu Phone: (405) 325-7189 Susan is a Senior Program Development Specialist for the Educational Training, Evaluation, Assessment & Measurement Department of University Outreach/College of Continuing Education at the University of Oklahoma. Susan has a Bachelor's of Business Administration degree in Accounting from West Texas State University. She has also completed additional hours in finance and computer programming. Susan has worked in the accounting profession, in the field of law, and as a consultant. Susan has completed the University of Oklahoma's Foundations in Management training. She is participating in the University of Oklahoma's CornerStones Honors Leadership Excellence Program. She is a member of the Public and Community Services Financial Stability Strategic Planning Committee. Susan has served in numerous organizations within the University of Oklahoma including the University of Oklahoma Staff Senate. Susan serves as the Manager of Operations/Budget Unit Head of the department. She is responsible for managing all internal and external projects. Susan has been an integral part of local, state, and national studies and has developed surveys, conducted case studies and observations, developed basic databases, and written reports. She has co-authored various evaluation reports that were prepared for state and federal agencies. Skills: Financial accounting and management; project management; administration and human resources; proposal, contract, and budget development; report writing, editing, and press releases; survey development; quantitative and qualitative data collection and data analysis using basic descriptive statistics; graphic design; and graphical display of information. |
